Hair can be a very easy thing to create once you know how. There are a few different ways, but I find this one works best for me. I will be using THIS mesh by KylaUnknown
Step one is to start with your base color, you can change this later on if you decide to.

On a new layer click Filters>Render>Clouds>Solid Noise.

Change you settings so the clouds run vertical, like in the image below and click OK.

Next click Filters>Enhance>Sharpen. You want the layer to be more define and looking like actual hair strands. I set mine to 92 and click OK.

From here change the layer mode to soft light and change the opacity to what you suits you, mine is set to 35.

Next the shading and the highlights on a new layer. I created 3 rectangles, top, middle and bottom and filled these black. On separate layer I fill the spaces white.

Click Filters>Blur>Gaussian Blur and the blur radius to 33 and change the layer mode for both to soft light and change the opacity to what you prefer. My black layer is at 11 and the white set to 46. You can change the shadow and highlights depending on what style of hair you are using. For curls you may want to add more highlights.

Save this file as you have just created your own hair generator. You can change the base color to whatever you want for your hair. Here just a couple of examples.


P.S. I have included pictures in good faith to help you on your creating journey. Please do not steal my textures, creating your own is much more satisfying. Stealing my texture will result in a DMCA complaint lodged against you and I would hate for it to come to that.
